Prof. Mary Joyce Z. Guinto-Sali, PhD
Chancellor

Dr. Mary Joyce Z. Guinto-Sali, the first woman and fifth regular Chancellor of the Mindanao State University Tawi-Tawi College of Technology and Oceanography is a member of the Mindanao State University System Board of Regents (MSUS BOR). She received her Ph.D. in Forest and Natural Resources Management on a Fulbright Scholarship at the State University of New York College of Environmental Science and Forestry (SUNY ESF), Syracuse, New York, U.S.A. in 2007. She obtained her Master's Degree in Tropical Forestry at the Georg-August Universität Göttingen, Germany on a Deutscher Akademischer Austauschdienst (DAAD)/German Academic Exchange Service Scholarship in 1999.

Before becoming a chancellor, Dr. Guinto-Sali was the first woman Secretary of the University and of the Board of Regents of the Mindanao State University System for five years (2012-2017). She also served MSU-Marawi as Director of the Institutional Research and Evaluation Office, Special Assistant at the MSU Office of the President, Chairperson of the Department of Environmental Studies and the College Secretary of the College of Forestry and Environmental Studies. She holds an academic rank of Professor VI at said college and is also a Licensed Forester. As an academic, Chancellor Sali has presented papers in conferences here and abroad and has also authored and co-authored peer-reviewed publications.

A consistent Chancellor's and Dean’s Honors Lister at MSU Marawi, Dr. Guinto-Sali obtained her Bachelor of Science in Forestry degree, Magna Cum Laude and was chosen as one of the Ten Outstanding Students of the Philippines (TOSP) in 1993. In recognition of her exemplary performance as a student leader, she became a recipient of the University Student Leadership Award (USLA) and the College Leadership Award in the same year. Among her other major awards are the following: MSU Achiever (1993, 1994, 1995, 1996); House of Sara Lee Woman of Distinction for Youth Leadership (1996); Sultan Kudarat Award for Education (2018); Outstanding Alumna of the MSU College of Forestry & Environmental Studies (2019); and the 2019 President Diosdado Macapagal Award for Education for being an outstanding Lubenian given by local government of Lubao, Pampanga.

Moreover, during her graduate studies at SUNY ESF, she was awarded a World Fellowship by the Delta Kappa Gamma Society International. Dr. Guinto-Sali was a straight "A" student and was given recognition by SUNY ESF for having a Grade Point Average of 3.98 (with 4.0 being the highest achievable grade).

Other fellowships and grants she received were Erasmus Plus Programme in the Republic of Turkey (2017); New York Sea Grant (2005-2007); Southeast Asian Regional Centre for Graduate Study and Research in Agriculture (SEARCA) Scholarship (1997-1999). In 1994, Chancellor Sali represented the Autonomous Region in Muslim Mindanao and was one of the members of the Philippine Delegation in the 21st Ship for Southeast Asian Youth Program (SSEAYP). SSEAYP is an annual youth exchange program organized by the Government of Japan and ASEAN countries for the purpose of promoting friendship and mutual understanding among the youth of their respective countries.

The MSU Sining Kambayoka Ensemble, a multi-awarded theater group, acknowledges Chancellor Sali as their member having performed with the group in various theatrical productions during her elementary and high school days.

In 2018, Chancellor Sali was donned the rank of Lieutenant Colonel in the Army Reserve Command (ARESCOM) at the 10th Regional Community Defense Group (RCDG), Army Reserve Command, Philippine Army, Cagayan de Oro City.

Prof. Benecito L. Maratas

Vice Chancellor for Academic Affairs


Prof. Benecito Maratas is the University's Vice Chancellor for Academic Affairs (VCAA) since 2015. He served as Officer-in-charge of said office from June 2013 to August 2015.

 

Prof. Maratas finished Master of Statistics at UP Diliman. Prior to becoming VCAA, he served in various capacities sucs as college professor, high school teacher, Special Assistant to the Office of the Vice Chancellor for Academic Affairs and Office of the Director for Secondary Education, Director for Student Affairs, high school principal, and acting principal.

 

He has published various articles in peer reviewed journals, and is involved in extension services and activities, and in crafting institutional programs and policies for the university.

Prof. Magsaysay S. Werble

Vice Chancellor for Administration and Finance


Prof. Magsaysay Werble is a graduate of Bachelor of Science in Public Administration in MSU-Marawi. He finished his Master of Arts in Islamic Studies at the University of the Philippines-Diliman. As a student, he was a consistent scholar in MSU and in UP.

 

He was a grantee of the "Fellowship: International Visitor Leadership Program on the Role of the Academe in Countering Violent Extremism" by the US Department of State, Bureau of Education and Cultural Affairs in 2017.

 

Prof. Werble was then the Director for Administration (2017), Dean of the College of Islamic and Arabic Studies (2008-2017), Director for General Administration (1995-1998), and Personnel Analyst for Commission on Appointments in the Senate of the Philippines from 1987 to 1992. He was also a lecturer and college professor at CIAS.

Prof. Kaberl O. Hajilan, PhD

Vice Chancellor for Research and Extension


Vice Chancellor Kaberl Hajilan finished his doctorate degree in Central Mindanao University and his two (2) Master's degrees in Education and Public Administration in MSU Tawi-Tawi.

 

Before becoming the Vice Chancellor for Research and Extension, Dr. Hajilan held various positions in the University: Dean of the Graduate School (2010-2017); Chairman of the Graduate School Public Administration Department (2008-2009); Chairman of the Graduate School Education Department (2004-2007); Director for Student Affairs (1993-1995); Director for Coastal Resource Management (1996-1999); Director of the Alumni Relations Office (1991-1992), and ; Chairman of the Ocean and Fisheries Technology Center (1982-1990). He has been a faculty since 1981, and has been published four times in internationally-reviewed journals from 2016 to 2018.

Prof. Eduardo C. Alivio

Vice Chancellor for Planning and Development


Prof. Eduardo Alivio is a graduate of Bachelor of Science in Statistics and has finished his two (2) Master's degrees in Computer Science and Public Administration at Ateneo de Zamboanga University and MSU Tawi-Tawi, respectively.

 

Before becoming VCPD, Prof. Alivio was Director for Planning and Development (2019); Director of Information and Communications Technology (ICT) Office (2016-2018), and; Dean of the Institute of Information and Communications Technology (2002-2005).

 

Prof. Alivio was one of the proponents of the BS Computer Science and BS Information Technology of the IICT program. He is also the proponent of the ICT Office.

Prof. Jeffrey Yasin A. Noor, PhD

Assistant Vice Chancellor for Secondary Education


Dr. Jeffrey Yasin Noor is the University's Assistant Vice Chancellor for Secondary Education since 2016. He finished his doctorate degree in Development Studies at the Notre Dame University in Cotabato City and his two (2) master's degrees in Public Administration and Master of Arts in Teaching Social Sciences in MSU Tawi-Tawi and UP Diliman, respectively.

 

Before becoming the AVC for Secondary Education, Dr. Noor served as Director for Secondary Education Department (2010-2016); Program Coordinator at MSU-IPDM (2008); Special Assistant on Administrative Matters (1996-2009); Supervisor at MSU Eastern High School (1999-2003); Assistant Campus Secretary (1994-1996); Assistant Principal at MSU Science High School (1992-1994). On academic matters, He is a full-time faculty at Graduate School (2007-present); Guest Lecturer at COED/CAS (1992-1999) and a high school teacher at Secondary Education Department from 1982 to 2017.

 

Dr. Noor underwent some short term study programs in the Asian Institute of Management under World Bank Fellows for Mindanao Bridging Leadership Program in 2013 and American Studies at University of Illinois Chicago, USA under a Fulbright grant of the US Department of State in 2004.

Ms. Warda H. Hadjirul

Campus Secretary


Ms. Warda Hadjirul holds a degree of Bachelor of Science in Biology from the College of the Holy Spirit in Mendiola, Manila. Ms. Hadjirul is on her 3rd year as the Campus Secretary. She envisions her office to be a leader of modernization by digitizing all the records, securing it on a database and establishing a responsive records and archiving system for MSU Tawi-Tawi.

 

Ms. Hadjirul was a full-time instructor at the College of Education before becoming the Campus Secretary. She is concurrently the Focal Person for MSU Tawi-Tawi's Gender and Development Center (GAD).

 

As an advocate of equality, she dreams that sentiments and needs of students, employees and community members will be heard and acted upon. She is a Tausug and is known as an environmentalist, a peace champion, a unifying leader and a dedicated public servant.

Dir. Alnasul K. Sali, JD, CESE

Head Executive Assistant


Director Alnasul Sali is the Director of the Institutional Research and Evaluation Office (IREO) of MSU Marawi who is currently on detail at MSU Tawi-Tawi. He has been the Head Executive Assistant at the Office of the Chancellor since 2018.

 

Director Sali obtained his Bachelor of Science, Master in Public Administration and Juris Doctor degrees all at Mindanao State University in Marawi City. He passed the Career Executive Service Eligibility (CESE) examination in 2005. Subsequently, he successfully completed all other requirements for CES Eligibility and his name has been entered in the Roster of CES Eligibles per Career Executive Service Board Resolution No. 804 dated July 10, 2009. He also passed the Licensure Examination for Foresters in 1997.

 

Before being employed in MSU, Director Sali worked with PhilHealth Regional Office-ARMM as Planning Officer and Executive Assistant. He has attended various training in planning, management and supervision and has attended national and international conferences. He is also a reservist officer in the Army Reserve Command (ARESCOM) with a rank of major.

Prof. Elvinia R. Alivio, PhD

Dean, Graduate School


Dr. Elvinia Alivio finished her doctorate degree in Language Teaching at the Western Mindanao State University in Zamboanga City and her Master of Arts in Education from MSU Tawi-Tawi.

 

Before becoming the Dean of the Graduate School in November 2017, Dr. Alivio was the Campus Secretary from March 2017 to October 2017. She was also the Dean of the College of Education (2011-2013); Special Assistant on Academic Matters to the Office of the Director for Science High School (1999-2002); Principal of MSU TCTO Science High School (1996-1997); and OIC-Principal from 1996.

 

Dr. Alivio also held memberships in various committees in the university as chairperson, co-chair, or member. She has also published papers in a number of reputable journals and attended and presented papers in national and international conferences.

Prof. Jurma A. Tikmasan

Dean, College of Fisheries


Prof. Jurma Tikmasan, a magna cum laude graduate, is Dean of the College of Fisheries. Dean Tikmasan finished her Master of Science in Food Science at the University of the Philippines in Diliman. She is also a PhD candidate in Food Science at the University of the Philippines-Diliman with some units earned from the Center of Women Studies of the College of Social Works Department of UP Diliman.

 

An advocate for promotion of gender equality and improvement of gender relations in Islam, Prof. Tikmasan is the Executive Director for Tarbilang Foundation. She also joined United Nations Population Fund (UNFPA) from 2007 to 2011 as gender and culture adviser for Southern Philippines. She served as Deputy Program Manager of the Transition Investment Support Plan for the Autonomous Region in Muslim Mindanao (TISP-ARMM) from 2012-2013. She also attended short term courses such as: Training for Middle Managers at the Asian Institute of Management, Philippines; Short Course on Gender and Islam in Indonesia; Short Course on Transitional Justice in Romania; and Protection/Security Training in India.

 

Prof. Anabel A. Wellms, PhD

Dean, College of Arts and Sciences


Dr. Anabel Wellms, a magna cum laude graduate of this university, is a faculty and current Dean of the College of Arts and Sciences. She finished her doctorate degree in Education major in English Language Teaching at Western Mindanao State University in Zamboanga City and her two (2) Master's degrees in Education major in Administration and Supervision and Teaching English as a Second Language in MSU Tawi-Tawi.

 

As a faculty for 34 years, Dr. Wellms has handled subjects in Linguistics, Literature, Reading and Oral Communication both in the undergraduate and graduate levels. Dr. Wellms is also the Station Manager of the University's Radio Station and the President of Bongao Discovery School.

 

She has presented papers both in national and international conferences and conducted various local seminars and trainings. She has involvements in various non-government organizations and served as consultant, writer, resource person, module writer, organizer, demo-teacher, trainer, lecturer, and reviewer-facilitator.

Prof. Wilham M. Hailaya, PhD

Dean, College of Education


Dr. Wilham Hailaya is a magna cum laude graduate who is currently serving as the Dean at the College of Education. He finished his doctorate degree in Education under an Australian Leadership Awards Scholarship at the University of Adelaide in Australia and has Master's degrees in Leadership and Management in Education under an Australian Development Scholarship-Long Term Training Grant from the University of Newcastle in Australia, and Master of Arts in Education from MSU Tawi-Tawi. Dr. Hailaya received the Australia Awards Certificate and the Academic Merit in his doctorate and his postgraduate degree in Australia, respectively.

 

Before becoming Dean of the College of Education, Dr. Hailaya served as College Secretary, Special Assistant to the Office of the Director for Strategic Programs, Chairperson of COED-BEED Department, and Chairperson of COED-BSED Department.

 

He has presented various papers and research both in national and international conferences, and published textbooks and journal articles. He is also active in various groups and associations.

Prof. Almira J. Amilbangsa-Hadji

Dean, College of Islamic and Arabic Studies


Prof. Almira Hadji is a Master of Arts in Education major in Administration and Supervision holder and has finished her Bachelor's degree in Elementary Education from MSU Tawi-Tawi.

 

Before becoming the CIAS Dean, Prof. Hadji was the immediate previous principal of MSU-TCTO Childhood Integrated Learning Development School (CHILDS) from 2011 to 2019 and is hugely credited for the success of said MSU unit. She is also one of CHILDS's regular pioneering faculty in 2007. As a student of MSU Tawi-Tawi, Dean Amilbangsa-Hadji was an active student leader and at the forefront of socio-civic activities during that time.

Prof. Sheriffa T. Andas, PhD

Dean, Institute of Oceanography and Environmental Sciences


Dr. Sheriffa Andas finished her doctorate degree in Biology with specialization in Systematics and minor in Ecology from Central Mindanao University in Musuan, Bukidnon as recipient of CHED-Faculty Development Program-II and; Master of Science in Education at the Western Mindanao State University in Zamboanga City.

 

Before becoming the Dean of IOES, Dr. Andas has served as a high school teacher at the MSU-TCTO Science High School since 1988 and has held various positions as Special Assistant to the Office of the Director for Science High School (June 1999 - August 2009) and eventually as Director for Science High School (September 2009 - May 2011). She is best remembered by the students as the author-compiler of the MSU-TCTO High School Student Handbook.

 

Active in research and extension activities, Dean Andas has led a CHED-funded project entitled Inventory of vascular plants in Sibutu, Tumindao, Sipangkot, Umapoy Islands in Tawi-Tawi and presented the study, along with her dissertation Diversity of trees and pteridophytes in Pasonanca Natural Park, Zamboanga City in an international conference for environment and biodiversity.

 

During her stewardship as Science High School Director, the school became a recipient of the GEM-EASE and was provided with a total of P200,000 worth of science laboratory equipment and computer units. With her leadership work, the Science High School earned an award for Best Practice in Technology in ARMM in 2009 with a cash incentive. The Department of Trade and Industry also supported her reforms in the Science High School, together with her predecessor Ibnihajul Burahim, by the grant of computer units for the use of the students.

Prof. Joseph V. Andas

Dean, Institute of Information and Communication Technology


Prof. Joseph Andas finished his Master of Arts in Education major in Computer Science at the Ateneo de Zamboanga University in Zamboanga City and holds a bachelor’s degree from MSU Tawi-Tawi.

 

Prof. Andas was then the Acting Dean of the College before being elected by the MSU Board of Regents for a regular term. He was first a computer programmer at MSU TCTO Computer Center in 1993.

Prof. Ibrahim S. Miguel

Director, Human Resource and Management Office


Prof. Ibrahim Miguel is one of the faculty members of the College of Arts and Sciences with a faculty rank of Associate Professor V. He finished his degree in AB Political Science and Master in Public Administration at MSU Tawi-Tawi. He has been the Director of the Human Resource Development Office since 2018.

 

Before becoming the HR director, Prof. Miguel was a full-time faculty at the College of Arts and Sciences under Social Sciences Department. He started his teaching career at MSU Tawi-Tawi in 1999. He was also the Chairperson of said department from 2007 to 2017.

Prof. Sitti Zayda B. Halun, Ph.D.

Director, Research


Dr. Sitti Zayda Halun, a professor at the Institute of Oceanography and Environmental Science, is the Director for Research since 2018. She received her Ph.D. in Biology (Marine Ecology) on a Fulbright Scholarship from the Florida International University in Miami, USA, M.Sc. in Environmental Science from the University of the Philippines Diliman and B.Sc. in Biology from Silliman University. Before becoming the Research Director, Dr. Halun served as the Director of the Institute of Continuing Education Services (ICEES) now OCEANeS, from September 2017 to January 2018.

 

Her research interests include marine plants and coral reef ecology. She is the Program Leader of the DOST funded NICER program – Seaweed Research and Development Center (2020-2023) and lead the Seaweed Value Chain Development workplan of the European Union - ASEP funded Renewable Energy Technology to Increase Value-Added of Seaweeds in Tawi-Tawi (RETS) project (2019-2021).

 

She is part of a global network of partners under the Smithsonian Institution’s Marine Global Earth Observatory (MarineGEO) program studying Seagrass Ecosystem Energy Fluxes and Indo-Pacific Seagrass network (IPSN) investigating seagrasses and their associated fisheries across the Indo-Pacific region.

 

Dr. Halun authored and co-authored peer reviewed publications and presented papers in national and international conferences.

Prof. Richard N. Muallil, PhD

Director, OCEANeS


Dr. Richard Muallil, a cum laude graduate of MSU Marawi finished his doctorate degree in Marine Science major in Marine Biology with a distinction of Most Outstanding PhD graduate and his MS in Biology major in Ecology-Taxonomy as a 2-time College Scholar and 1-time University Scholar in the University of the Philippines Diliman.

 

Dr. Muallil is a faculty member at the Institute of Oceanography and Environmental Science. He is a recipient of some awards such as: Ten Outstanding Young Men (TOYM) of the Philippines (for Marine Science and Conservation); Outstanding Young Scientist (OYS) of the Philippines (for Marine Science); Dr. Edgardo Gomez (PhD in Marine Science); and Most Outstanding PhD graduate. He also received other awards in his various publications, paper presentations and research. He has 15 publications as author, 2 as contributor, and 64 other peer reviewed publications.

 

Dr. Muallil also led major projects including the Quest for Love Project - Tawi-Tawi and other five (5) projects which he served as leader, staff and coordinator.

Jaida A. Alsharif, CPA

Director, Budget Management Office


Ms. Jaida Alsharif is a Master's degree holder in Public Administration major in Organization and Management at MSU Tawi-Tawi. She finished her Bachelor's degree in Accountancy at MSU - Marawi and passed the CPA Board Exam in 2004.

 

Prior to her designation as Budget Director, Ms. Alsharif was then the Acting Chief for Internal Control Audit Unit from January to March 2019; and Acting Chief at the Accounting Office from 2017 to 2019. She also participated in seminars and government-related trainings on budget management, auditing, and financial management.

Prof. Alcyn R. Bakkang

Director, Student Affairs


Director Alcyn Bakkang is a Master's degree holder in Education major in Assessment, Measurement and Evaluation at the University of Western Australia in Perth, Australia and a recipient of the AusAID Australian Development Scholarship. He passed the Licensure Examination for Teachers and is a Career Service Professional. He finished Bachelor of Science in Mathematics as full academic scholar at MSU Tawi-Tawi.

 

Before becoming the Director for Student Affairs, he served as a member of the Bids and Awards Committee, President of the College of Arts and Sciences Faculty Association and OIC-President of the MSU-TCTO Faculty Union. He was also a faculty member at the College of Arts and Sciences from 1998 to 2017.

 

At present, he is a faculty member at the College of Education with a faculty rank of Assistant Professor IV and sits as chair of the MSU-TCTO Student Disciplinary Board and the University Student Leadership Selection Committee.
