REPUBLIC ACT No. 6060 AN ACT TO ESTABLISH THE SULU COLLEGE OF TECHNOLONGY AND

 

OCEANOGRAPHY AS A UNIT OF THE MINDANAO STATE UNIVERSITY, DEFINING ITS OBJECTIVES, APPROPRIATING FUNDS THEREFORE  AND FOR OTHER PURPOSES.

 

 

Be it enacted by the Senate and House of Representative of the Philippines in congress assembled:

 

 

 SECTION 1. There is hereby established in southern Sulu a college to be known as the Sulu College of Technology and Oceanography which shall extend to the Muslims and other cultural minority groups the opportunities of college education and develop such other programs as well promote Muslims welfare and hasten the economic development of the southern-most region of the Philippines.

 

 SECTION 2. To achieve the foregoing objectives, the college shall develop academic programs for effective exploitation and conservation of the fisheries resources in the Sulu seas and nearby waters, undertake researches in fish processing and culture, and in oceanography for increases understanding of the country’s territorial waters, and adopt other programs and projects as may be necessary to promote the social and economic development of the people.

 

 SECTION 3. The said college shall operate as an integral unit of the Mindanao State University and its administration shall be vested in the Board of regents of the said University in accordance with Republic Act numbered Thirteen hundred and eightyseven, as amended, otherwise known as the Charter of the Mindanao State University. In addition, three members of the board, preferably from the province of Sulu, shall be appointed by the President of the Philippines, with the consent of the Commission on Appointments. Of the three to be initially appointed, the president shall designate one to serve for three years. Thereafter, persons appointed to succeed such members shall hold office for a term of three years or until their successors are appointed. The additional three members shall attend meetings along with the other members of the Board of Regents and participate in its deliberations on matters affecting the College and in other items of the agenda that may affect, directly or indirectly the academic, administrative and financial operations of the College.

 

SECTION 4. To carry out the program of research in oceanography in fish processing and production, and is other related activities, including construction of laboratory buildings and other physical facilities, an ad valorem duty of five per centum, in addition to the existing duties, is hereby imposed and collected on prepared or preserved fish imported under Section 16.04, paragraphs A, B and C, and on crustaceans and mollusks imported under Section 16.05 paragraphs A and B, of the Tariff and Customs Code, as amended, beginning fiscal year nineteen hundred and seventy. The amount so collected is hereby automatically appropriated in favor of the Mindanao State University for the purpose provided in this section and the collector of Customs shall remit the same to the Institution every quarter following the quarter in which the collection is made.

 

 SECTION 5. Upon request of the President of the University, the heads of appropriate offices and other instrumentalities of the Government may authorize the transfer of equipment and personnel to the college, under such arrangement as may be mutually agreed upon by the heads of these agencies.

 

             SECTION 7. This Act shall take effect upon approval.

AN ACT CHANGING THE NAME OF SULU COLLEGE OF 

TECHNOLOGY AND OCEANOGRAPHY INTO TAWI-TAWI COLLEGE  OF TECHNOLOGY AND OCEANOGRAPHY AND FOR OTHER  PURPOSES. 

 

 

             

            Be it enacted by the Batasang Pambansa in session assembled:

             

 SECTION 1. Section one of Republic Act numbered Sixty hundred and sixty is hereby amended to read as follows:

 

 “SECTION 1. There is hereby established in Tawi-Tawi a college  to be known as the Tawi-Tawi College of Technology and Oceanography which shall extend to the Muslims and other cultural minority groups the opportunities of college education and develop such other programs as will promote Muslim welfare and hasten the economic development of the southernmost region of the Philippines.”

 

            SECTION 2. Section three of the same Act is hereby amended to read as follows:

 

 SECTION 3. The said college shall operate as an integral unit of the Mindanao State University and its administration shall be vested in the Board of Regents of the said University in accordance with Republic Act Numbered Thirteen Hundred and Eighty Seven, as amended otherwise known as the Charter of the Mindanao State University. In addition, three members of the Board preferably from the Province of Tawi-Tawi, shall be appointed by the President of the Philippines. Of the three to be initially appointed, the President designate one to serve for one year, one for two years and one for three years. Thereafter, persons appointed to succeed such members shall hold office for a term of three years or until their successors are appointed. The additional three members shall attend meetings along with the other members of the Board of Regents and participate in its deliberations on matters affecting the college and in other items of the agenda that may affect, directly or indirectly the academic, administrative and financial operations of the college.

 

            SECTION 3. This Act shall take effect upon its approval.

  6. Prioritize the adoption of an upgrading program for institutional facilities and capabilities
  7. Provide the students with decent housing and other facilities conducive to learning
  8. Strengthen the Academic Personnel Development Program (APDP) for judicious utilization of human and financial resources
  9. Equip the research and academic entities to attain maximum output
  10. Strengthen socio-cultural understanding as a tool towards peace and development
  11. Develop distinctive curricular offerings in fisheries
  12. Promote rational management, conservation and exploitation of the environment

  4. Prioritize the adoption of an upgrading program for institutional facilities and capabilities
  5. Assess organizational strengths and assets towards introducing an institutional effort to widen college resources and change the balance of dependence on shrinking sources of funds
  6. Forge partnerships with government and NGOs as well as LGUs
  7. Provide students with decent housing and other facilities conducive to learning
  8. Strengthen the Academic Personnel Development Program (APDP) for judicious utilization of human and financial resources
  9. Strengthen socio-cultural understanding as a tool towards peace and development
  10. Support the programs of the government and adopt measures that support policies of transparency and a sense of accountability in public service
  11. Undertake extension programs specifically in trainings and provision of technical assistance
