VISION FOR MSU-TCTO

                A research university renowned for Fisheries, Marine and Environmental Science, and allied disciplines.

MISSION

                Under its Charter of 1969 (RA 6060), MSU-TCTO is mandated to extend to the Muslims and other cultural minority groups the opportunities of college education and develop such other programs as will promote Muslim welfare and hasten the economic development of the southernmost region of the Philippines.

                The college shall also develop academic programs for exploration and conservation of the fisheries resources in the Sulu Seas and nearby waters, undertake researches in fish processing and culture, and in oceanography for increased understanding of the country's territorial waters, and adopt other programs and projects as may be necessary to promote the social and economic development of the people.

Strategy 1: Enhance efforts to recruit, nurture, and retain an excellent faculty

                Objective 1: Increase the number of faculty with PhDs

                Programs:

  • Faculty recruitment and development in the context of academic priorities
  • Ensure that every faculty member has a career path to getting a PhD
  • Hire academic personnel based on a standardized recruitment policy and needs of the academic unit
  • Pre-fill expected faculty vacancies (retirement) across the next five years
  • Develop an enabling institutional support system for faculty designed to offset MSU-TCTO's geographical isolation

Objective 2: Strengthen institutional structures that promote teaching, research and extension

Programs:

  • Provide faculty access to new pedagogies and best practices in teaching
  • Develop performance assessments of teaching, research and extension services of faculty in each academic unit
  • Develop a reward system for exceptional accomplishments in teaching, research and extension services
  • Hold regular faculty meetings
  • Produce a Faculty Handbook

Strategy 2: Create and sustain a culture that supports teaching excellence

  • Building expansion and renovation

  • Provide technical support for computer, software and equipment maintenance
  • Revitalize the library by creating learning commons that provide space for information technology, electronically available resources, online education, content creation, collaboration, free tutoring, academic coaching, study skills classes, meetings and reading or study

Objective 2: Strengthen academic departments that can become centers of development or excellence

Programs:

  • Reassess degree programs and make appropriate revisions in courses and course requirements to realize core competencies (Disciplinary Knowledge, critical thinking, scientific and quantitative reasoning, self-directed learning, information literacy, oral and written communication)
  • Develop cross-college structures of coordination between the College of Fisheries (COF) and Institute of Oceanography and Environmental Science (IOES) to improve and rationalize the utilization of faculty resources and facilities

Strategy 3: Foster an exciting intellectual environment

                Objective: Provide opportunities for more dialogues and engagements

                Programs:

  • Foster constructive dialogues on important intellectual issues among faculty, students, and staff within and across academic units
  • Promote intellectually rewarding interdisciplinary collaborations among faculty
  • Ensure that there are conversation spaces for faculty and students on campus
  • Schedule a monthly social gathering for faculty and students

Strategy 4: Strengthen the educational impact of international opportunities and experiences for faculty and students

                Objective: Provide opportunities for faculty and students to develop as global citizens

  • Promote faculty and student participation and involvement in international programs
  • Build linkages with foreign governments, agencies, and foundations through the Office for International Linkages
  • Create inter-university collaborations with universities abroad

Objective 1: To build a student-centric community and facilities.

Programs:

  • Integrate student-academic and student life functions
  • Provide decent and affordable student housing
  • Develop a health and wellness program for students
  • Promote and actively support students' academic development by creating and maintaining student learning facilities and programs.
  • Empower students' personal and professional development through ongoing counselling and academic advising.

Objective 2: To build an excellent and diverse student body

Programs:

  • Expand degree program offerings
  • Build pipelines (e.g., through senior high schools, summer programs, and the like) that significantly increase success in recruiting qualified students.
  • Improve advertising mechanisms of degree programs
  • Develop a web presentation on MSU-TCTO curricular offerings that highlight mandated and priority programs

Objective 3: Promote an inclusive education in MSU-TCTO

Programs:

  • Rationalize scholarships/grants for poor but deserving students, especially on mandated and priority courses
  • Craft policies and programs responsive to the needs of underserved and marginalized students
  • Promote inclusive and non-discriminatory policies and programs

Strategy 7: Formalize Quality Assurance

Objective: To raise MSU-TCTO's standing as a university

  • Develop internal assessment instruments
  • Create quality assurance committees in all academic units
  • Create a Campus Quality Assurance Office
  • Make all curricula and syllabi QBE-compliant
  • Conduct a campus-wide regular quality assurance review
  • Pursue accreditation of mandated and priority degree programs

Strategy 8: Institutionalize programs attuned to the Philippine Qualification Framework

                Objective: To meet the Philippine Qualification Standards for graduates

                Programs:

  • Provide institutional support to improve the performance of graduates in professional and licensure exams
  • Forge strong industry-academe partnerships by signing MOAs/MOUs
  • Support students’ on-the-job trainings (OJT) to enhance their employability

Goal 1.2: Excellence in Research, Innovation and Extension

Strategy 1: Create and nurture a culture of research and innovation focusing on important societal and economic challenges

                Objective 1: Develop and enhance research, scholar ship, and creativity

                Programs:

  • Develop a faculty Mentor-Mentee Program
  • Retention of Graduate degree programs for admission and general administration but advising and classes of each graduate program to be handled by their respective major department
  • Expand and develop Masters programs (COF, IOES and COEd)
  • Develop interdisciplinary research clusters
  • Generate new knowledge and develop technologies for the sustainable production, management, and utilization of fisheries, agriculture and other available resources
  • Formulate and develop frameworks or models of technologies appropriate for local area development
  • Adopt and apply techniques and methods, particularly from the fields of information communications technology and biotechnology, for sustainable resource management

Objective 2: Support and expand opportunities for fisheries, marine and environmental science researches

Programs:

  • Stimulate the translation of research to innovation through appropriate incentive structures
  • Leverage internal research and facilities so that the University is the preferred research partner of other institutions and funding agencies
  • Develop effective partnerships/collaborations with universities in the Philippines and abroad

Objective 3: Support and expand opportunities in cultural research

Programs:

  • Retrieve, preserve and promote the rich cultural heritage of the region and stimulate creative work
  • Address socio-economic and political issues of the region and country

Objective 4: Facilitate the dissemination of information about research project results

Programs/Projects:

  • Publication of research results in SCI-indexed, Scopus-indexed and CHED accredited journals
  • Publication of MSU-TCTO Research Journal
  • Participation in prestigious national and international symposia, conferences and meetings
  • Institutionalization of monthly lectures/seminars of expert/resource persons
  • Holding of an annual undergraduate/graduate research seminar

Objective 5: Establish and maintain shared-use research support facilities and equipment

Programs:

  • Improvement of Library Holdings
  • Establishment of a database of research results and information

Objective 7: Improve infrastructure management

Programs:

  • Establish written procedures that ensure Infrastructure support for research, teaching, and extension service of the different research centers
  • Conduct regular consultation with the faculty and staff
  • Create a Department of Environmental Health & Safety (EH&S) that will be tasked to provide a healthy and safe learning and working environment
  • Develop written guidelines that ensure unbiased allocation of resources (e.g. space, seawater use, boats, and Internal funding)
  • Compile and distribute written guidelines to faculty and staff

Objective 8. Improve institution -wide services for the administration of research grants

Programs:

  • Develop and implement research financial management system that meet the needs of all stakeholders: administrators, researchers and funding agencies
  • Develop and maintain efficient staffing structures for research administration (e.g., proposal development, financial management, contract management, protocol administration, and hiring).
  • Establish clear expectations, qualifications, and competencies for research administrators and train or hire highly qualified individuals to serve in these roles

Objective 9: Facilitate the development and protection of intellectual property and entrepreneurship

Program:

  • Create a Knowledge and Technology Transfer Office

Objective 10: Improve institution-w ide services for the administration of research grants

Programs:

  • Review performance of research administrators with established performance standards, including customer satisfaction and assessment by researchers and college research coordinators
  • Benchmark best research practices
  • Develop an outcomes-based project monitoring and evaluation system
  • Develop a Research and Extension Guidebook
  • Create a SEC registered research foundation to manage foreign funded and non-government agency research funded projects

Strategy 2. MSU-TCTO will serve as an import ant partner and resource for the community

Objective 1: Promote educational attainment, cultural enrichment, inclusive economic development and peace

Programs/Projects:

  • Link academic programs and researches to national, regional and provincial development goals and endeavors
  • Promote stronger collaborations and partnerships between the university and stakeholders (e.g. LGUs, NGOs, CSOs, community)
  • Create effective communication channels between MSU-TCTO and the Public about new innovative developments, achievements, projects, research and their impacts on the economy and society.
  • Engage the Sama Dilaut in protection and conservation of marine resources.
  • Strengthen the involvement of MSU-TCTO in the peace process
  • Develop training modules for continuing education
  • Conduct regular job fairs

Strategy 3. Mainstreaming gender in MSU-TCTO researches and projects

Objective 1: To promote gender awareness, sensitivity and responsiveness among MSU constituents and stakeholders

Programs:

  • Conduct regular gender orientation for incoming students during the start of every school year
  • Develop and implement gender responsive programs and projects
  • Conduct Gender Sensitivity Trainings (GST) for faculty, staff and students
  • Conduct GAD planning and budgeting for financial and administrative staff
  • Integrate gender-responsive planning in MSU-TCTO Annual plan.
  • Make concerted efforts to increase representation to include marginalized or underserved sectors

Goal 2. Operational Excellence

Strategy 1. Optimize the MSU-TCTO administrative support structure

                Objective 1: Improve administrative personnel performance

                Programs:

  • Recruit staff based on needs, merit and productivity
  • Recruit computer literate and technology savvy staff
  • Foster career development of staff through advancement opportunities and capability trainings, seminars and workshops
  • Boost non-academic staff satisfaction and morale through a proper reward and incentive system
  • Conduct seminars on work attitude and ethics
  • Conduct regular team building activities
  • Develop a health and wellness program for employees
  • Develop a platform that promotes job satisfaction and lessens the rate of employee turnover
  • Develop a Personnel Handbook
  • Prepare a handbook and guidebook on admin operational procedure
  • Implement the Strategic Performance Management System as required by law (includes proper evaluation of employees)

Objective 2: Increase efficiency in service delivery

Objective 3: Harmonize processes employing ICT systems and infrastructure

  • Prepare a calendar of activities

Objective 4: Enhance the budget process

Programs:

  • Strict adherence to RA 9184 otherwise known as Government Procurement Reform act
  • Prepare the flow chart for financial transactions
  • Review and enhance the annual budget process
  • Prepare budget templates and financial planning calendar for compliance by all offices

Objective 5: Make MSU-TCTO environment-friendly

Programs:

  • Periodic inspection of buildings, facilities and equipment
  • Enhancement of building design standards
  • Retrofitting of buildings to improve utility use
  • Campus zoning for effective security and janitorial services

Strategy 2: Increase awareness of the University's key messages

Objective 1: Create a stronger connection with alumni to sustain their engagement with MSU-TCTO

  • Develop an Alumni tracer
  • Develop a comprehensive strategy for communicating with all constituents, including alumni
  • Complete a revised web presence
